According to a reading of the levels of territorial prosperity in the Metropolitan Area of Panama City (districts of Panama, San Miguelito, Arraiján and La Chorrera), a moderately weak value of territorial prosperity is presented according to the Urban Prosperity Index (CPI ) with 54.3 points out of 100. The main strength for this territory is the quality of life dimension, with solid and moderately solid results in education and public space. Likewise, the dimensions of equity and social inclusion, infrastructure development and the environment stand out, with a moderately weak rating that points to the need to reinforce urban policies, plans and strategies that consolidate current conditions of quality of life at solid levels, improving housing, gender inclusion, environmental quality, access to health and the necessary safety and protection conditions to enjoy the city.

* These indicators include: life expectancy at birth, under-five mortality rate, vaccination coverage, maternal mortality, literacy rate, average years of schooling (disaggregated between males and females), attendance of children under 6 years of age in early childhood development programs, net higher education rate.

CPI MEASUREMENT RESULTS BY DIMENSIONS

Infrastructure for Development

The results of these indicators show that, among the main challenges for prosperity, is the development of social support infrastructure such as cultural and health facilities that have a coverage of only 0.6 libraries per 100,000 inhabitants (out of an expected range between 1 and 7 libraries) and 1.2 doctors per thousand people (the ideal range is between 5 and 7). Similarly, it is necessary to improve access to the internet (44.6%) and computers (46.2%), in such a way that it is possible to take advantage of the high speed of broadband, an infrastructure already available in Panama (125.8 Mbps for Panama, which stands out over other Latin American countries).

Quality of Life

The results of these indicators show that, among the main challenges for prosperity, there is evidence of the need to strengthen the provision of public space in an equitable manner in the territory, considering that public space shows an amount of green area per inhabitant (10, 1 m²) close to the ideal figure (15 m²) but only 53.2% of the urban area has a square, park or mall within 500 meters. Likewise, it is necessary to strengthen the security conditions in the territory in terms of homicides (17.3 homicides per 100 thousand inhabitants) that exceeds the national average (11.6 homicides) while with 329 thefts per 100 thousand inhabitants the AMCP it is below the national average (397 thefts).

Urban Environment

The results of these indicators show that, among the main challenges for prosperity, are the management and handling of solid waste with a very low recycling rate (1%) and a wastewater treatment of only 26.7%. Likewise, to consolidate the prosperity of the territory, it is necessary to reinforce government policies and tools (including measurement and monitoring instruments) to protect hydrographic basins and provide the necessary incentives and conditions for the treatment of liquid and solid waste.

Economic Opportunities

The results of these indicators show that, among the main challenges for prosperity, it is necessary to improve its productivity by densifying its economy to take advantage of the potential economies of agglomeration and improve the quality of employment and the level of household income. In this regard, the AMCP economy already has the capacity to generate job opportunities, however, on average households have an average annual income of USD 10,522 per year (the ideal is USD 44 thousand) and the GDP per capita is USD 7,761 (close to half the ideal value) due to a very low economic density of (20.2 USD per km²) and a high dependence on the elderly (15.6% relationship between the population over 65 years of age on the population between 15 and 64), as well as an unemployment rate of 8% and 31% of the population of working age in informal employment conditions informal employment.

Likewise, it is necessary to improve access to data that guarantee transparency in the operation of institutions, and that allow to know more precisely the data on collection, execution and efficiency of public resources.
